Rules of passing the border of the Russian Federation are implemented by the Border Control Service of the Russian Federation.

The following are the basic points of the Service:

Acceptance of persons, vehicles, cargo, goods and animals through the State border is performed at the established posts of clearance of the State border and consists of confirming the eligibility of the State border crossing by the persons, vehicles, arriving to the territory of the Russian Federation, crossing of the border by the goods and animals, entering the territory of the Russian Federation or consists of permitting the persons, vehicles, departing from the Russian Federation, goods and animals to cross the State border of the Russian Federation to leave the territory of the Russian Federation.

Presence of valid documents, proving the right to enter or exit the territory of the Russian Federation for the persons, vehicles, cargo, goods and animals and documents for the vehicles, goods and animals, are the grounds for clearance at the State border of the Russian Federation.

Foreign citizens and persons without citizenship, who are not permitted to enter the territory of the Russian Federation and persons, who are legally forbidden to exit the territory of the Russian Federation, are prohibited from crossing of the State Border of the Russian Federation (in edition of  the Federal Law number 148 ФЗ dated November 29 1996).

An agreement between the Russian Federation and a bordering state can establish a simplified procedure of the State border crossing for the citizens of the Russian Federation and the bordering state, concerning the definition of required documents for entry and exit to/from the Russian Federation.

Clearance of persons, vehicles, cargo, goods and animals at the State border includes border control (check of grounds for the State border clearance of the persons, vehicles, cargo, goods and animals, inspection of vehicles, cargo and goods for detention of violators of the rules of crossing of the State border of the Russian Federation concerning transportation of cargo, goods and animals, that are prohibited to import/export to/from the Russian Federation by the legislation of the Russian Federation), and customs, immigration, quarantine and sanitary, veterinary, phytosanitary, transport and other necessary inspections (in the edition of the Federal Law number 148 ФЗ dated November 29 1996).
